Dan is talking about levels of change and prerequisites for sustained change in libraries: “If you are just looking at what is happening at the top of the organization, you may be missing what’s happening on the people level. Without a clear vision, mission and leadership strategy, your library may be plagued by low morale and staff resistant to change.”
